Performance testing. Samples selected in accordance with the requirements herein shall be tested to verify conformance with requirements of the CID for machine capability to operate under the specified/rated power, capacity, shredding speed and pattern, single feed capacity and durability. Nonconformance with any of the above shall be regarded as a test failure and grounds for rejection.
Shredding speed. A measured length of 8-l/2" wide, 20-lb bond paper shall be fed into the cutters of the machine. The time required to shred the paper
shall be recorded. The speed shall then be calculated on the basis of feet per minute.
Single feed capacity. The shredder shall be fed a series of test sets consisting of 8-1/2" wide, 20-lb. bond paper. The number of sheets in each succeeding test shall be increased by one. The maximum number of sheets accepted in a single pass without jamming the machine shall be noted.
Durability test. The machine under test shall be manually fed an assortment of paper sizes at its maximum rated capacity for 60 minutes. The rate of feed shall be that which can normally be accomplished by an average adult. The machine shall then be evaluated to the stated requirements listed in the Workmanship paragraph. Periodically, samples of the shredded material shall be taken and measured for compliance with the shred size requirement.
Cutters. After completion of tests, cutters shall be examined for nicks, wear or other evidence of damage that could affect the normal shredding operation.
Regulatory requirements. In accordance with Section 23.403 of the Federal Acquisition Regulations, the Government's policy is to acquire items composed of the highest percentage of recovered materials practicable, consistent with maintaining a satisfactory level of competition without adversely affecting performance requirements or exposing the supplier's employees to undue hazards from the recovered materials.
Preservation, packaging, packing, labeling and marking. The preservation, packaging, packing, labeling and marking shall be as specified in the contract or purchase order.
